RULES AND REGULATIONS FOR APPROVAL AND OPERATION OF SEWERAGE FACILITIES CONNECTED TO OR USING THE AUTHORITY'S SYSTEM
As background on the typical flow of sewerage in the Boroughs of Atlantic Highlands and Highlands, sewage travels from a building through the property owners line into the Borough’s collection system in the street, then to the Atlantic Highlands/Highlands Regional Sewerage Authority for treatment and disposal through TOMSA and MCBOA (these are other authorities involved in the sewerage process; no application, approval or fees are required from them). Since all flows to the Authority are carried through the Borough’s collection system, separate approval from their Sewer Department is also required; please contact them at Borough Hall.

Application to, and approval of, the Atlantic Highlands/Highlands Regional Sewerage Authority is required for the following:
- any new home or structure with water or sewer connections;
- any construction upon unimproved property;
- any existing home or structure that will be replaced or undergo substantial renovation;
- any project that could increase the number of sewerage units on a property already connected to the Authority's System;
- any non-residential change in use or ownership;
- anything having the potential to impact the Authority's system.

While the applicant may seek Authority approval before, with or after other approvals, there may be limitations that have a significant impact upon your project. Projects involving three or more new or additional sewerage flow units, net of any credit for existing connections, cannot be approved without evidence that peak sewage or I&I flow has been removed from the Authority’s system to offset the projected additional sewage flow from the project.
