Request For Proposal

Through a Fair and Open process and in accordance with N.J.S.A. 19:44A-20.4, et seq., the Atlantic Highlands/Highlands Regional Sewerage Authority (AHHRSA) is requesting sealed proposals to contract for the following construction work and professional services. The Proposals will be publicly opened and read aloud by a representative of the AHHRSA at the Atlantic Highlands Borough Hall, 100 First Avenue, NJ, 07716, at the date and time shown below.

POSITION: AHHRSA ATTORNEY, February 23, 2012 through February 21, 2013
SUBMISSION DEADLINE & PUBLIC OPENING: Thursday, February 16, 2012, at 1 PM
The AHHRSA Attorney generally provides assigned legal work, representation and related work determined to be appropriate by the AHHRSA. Duties include, but are not limited to: attendance at monthly and special AHHRSA meetings (the AHHRSA may determine that attendance is not necessary for some meetings); review of correspondence, contracts, performance guarantees and files; representation of the AHHRSA before all courts and administrative agencies; preparation or review of resolutions, status reports and other reports; other legal duties typically provided to authorities and/or municipalities; periodic status updates with the Administrator; and other work; as directed by the AHHRSA or its Administrator.

POSITION: AHHRSA ENGINEER, February 23, 2012 through February 21, 2013
SUBMISSION DEADLINE & PUBLIC OPENING: Thursday, February 16, 2012, at 1 PM
The AHHRSA Engineer generally provides assigned engineering and related work determined to be appropriate by the AHHRSA. Duties include, but are not limited to: attendance at monthly and special AHHRSA meetings (the AHHRSA may determine that attendance is not necessary for some meetings); review of correspondence, contracts, performance guarantees and files; inspection of work to or affecting the AHHRSA's system; annual inspection of AHHRSA facilities; review of system capacity, improvements and repair work; review of applications for new connections and programs for I & I Reduction; representation of the AHHRSA before other agencies when necessary; other engineering duties typically provided to authorities and/or municipalities; periodic status updates with the Administrator; and other work; as directed by the AHHRSA or its Administrator.

POSITION: AHHRSA AUDITOR, February 23, 2012 through February 21, 2013
SUBMISSION DEADLINE & PUBLIC OPENING: Thursday, February 16, 2012, at 1 PM
The AHHRSA Auditor shall audit the AHHRSA financial records for the year ending December 31, 2011 as well as budget work for the 2012 and 2013 budgets. The AHHRSA Auditor also generally provides assigned financial and related work determined to be appropriate by the AHHRSA. Duties include, but are not limited to: attendance at some monthly and special AHHRSA meetings (as requested by the AHHRSA, typically for audit, budget and other issues involving the Auditor); review of major expenditures and financial plans; accounting or financial advice; other audit or financial duties typically provided to authorities and/or municipalities; periodic status updates with the Administrator; and other work; as directed by the AHHRSA or its Administrator.

PROJECT: SEWERAGE COMMINUTOR REPLACEMENT PROJECT FOR THE ATLANTIC HIGHLANDS AND HIGHLANDS PUMP STATIONS
SUBMISSION DEADLINE & PUBLIC OPENING: Wednesday, February 22, 2012, at 1 PM

SUMMARY OF PROJECT:

The scope of work for the AHHRSA Comminutor Replacement Project is fully described in the attached plans and specifications of this RFP, however, it generally consists of the following:

Remove existing sewerage comminutor/grinder units and related hydraulic and electrical components, furnish and install new similar units, as detailed in the Plans, Sections 01010, 01012, 15050, 15051.
By-passing of sewage flow around the work area if required, as detailed in Sections 02738, 15050, 15051.
Installation of a new wet well access manhole at the Atlantic Highlands Pump Station as detailed on Sheet 3 of the Plans.
Restoration and cleanup.
All other work of any type or description necessary for the completion of the project, whether or not specifically shown on the plans or specifications herein.
